Zenith Properties Building Demolition Application Environmental Impact Statement
The property owner, Zenith Properties LLC, has applied for a demolition permit to remove all structures of the former Masonic Home/Landmark on the Sound property located at 23660 Marine View Drive South in Des Moines.
The City of Des Moines determined that Zenith Properties LLC’s application requires an Environmental Impact Statement (EIS) under the State Environmental Policy Act (SEPA), to assess the potential environmental impacts of the proposed action, analyze alternatives, and propose possible mitigation measures. The City is in the beginning (scoping) phase of the EIS process and is gathering public input about the main topics and considerations that should be examined in the EIS.
The City will host a virtual Public Scoping Meeting on Tuesday, May 17, 2022, from 6 to 8:30 p.m. PST related to the Zenith Properties Building Demolition Application Environmental Impact Statement (EIS).
Those wishing to provide comment by Zoom meeting should register in advance of the meeting through this link: bit.ly/zenithmtg. All comments will be recorded and become part of the public record. A video recording of the meeting will be available at a later date.
Scoping is the first step in the EIS process and includes a public comment period, which began on Tuesday, May 3 and extends until Thursday, June 2, 2022 at 4:30 p.m. PST. A 21-day public comment period is required by state law, however the City of Des Moines has elected to expand the comment period to 30 days.

Comments should focus on the EIS scope - alternatives, probable significant adverse impacts, possible mitigation measures, and licenses or other approvals that may be required.
Additional opportunities for public comment will be available once the Draft EIS is prepared and issued, which the City anticipates for later in 2022. No decision will be made on Zenith’s application until the completion of the EIS process.
