Des Moines Creek Business Park

The City of Des Moines and the Port of Seattle are working together to bring economic development to the City and region through development of the Des Moines Creek Business Park (DMCBP) site north of S. 216th in the Port buyout area.

Des Moines Creek Business Park (DMCBP) is envisioned as a thriving center for trade-related activity that advances the region’s vitality by creating jobs and new revenue for the Port, City and region.  Recognizing that the Port will not be the ultimate developer of the DMCBP and that the exact form, use mix and phasing of the development will not be known until a developer is selected.

In recent months, the project team has been working on ways to build certainty into the development review and approval process.  In July 2007, City Council adopted a resolution that sets out the Council’s vision and preferred land use mix, clarifying the entitlement and approval process, and committing to a schedule to execute the Second Development Agreement for the DMCBP. Council also approved an ordinance that removes the open space/park impact fee requirement in the business park zone to comply with the Comprehensive Plan and State statutory requirements. In November 2007, Council adopted an ordinance amending DMMC 18.25.020 to expand the permitted uses as agreed to in the First Development Agreement for DMCBP to include services, light manufacturing, wholesale trade, warehousing, retail and the streets.

A key success for the project was the issuance of the Request for Qualifications (RFQ) for a master developer for the DMCBP site.  The Port is seeking a development team capable of designing, financing, constructing, and managing a financially successful business park under a long-term ground lease.  The RFQ is a two-step process.  Step 1 will result in a short list of the best qualified development teams.  Step 2 will entail submission of detailed proposals from the short-listed development teams.  In the coming months, Council will be completing the right of way and plat vacation and an amendment to the First Development Agreement while City staff will be working with the Port to select a development team for the DMCBP site.
