Transportation Impact Fee Program
Credits
An applicant may receive credit against the applicable impact fee for the
value of system improvements, including dedications of land, improvements,
and/or construction. Credit will be given only if the land, improvements,
and/or the facility constructed are:
• Included within the City’s capital facilities plan or would serve the
goals and objectives of the capital facilities plan.
• Are at suitable sites and constructed at acceptable quality as determined
by the Director.
• Serve to offset impacts of the feepayer’s development activity;
• Are for one or more of the transportation projects listed in the Rate
Study as the basis for calculating the transportation impact fee.
The request for a credit shall include a legal description of the dedicated
land, a detailed description of improvements or construction provided, and a
legal description or other adequate description of the development.
The value of the credit shall be as determined by the Director, on a
case-by-case basis. In the event that the Applicant disagrees with the
Director’s valuation, the Applicant may submit an appraisal for the
Director’s consideration.
If the amount of the credit is less than the calculated impact fee amount,
the difference remaining shall be chargeable as an impact fee and paid at
the time of application for the permit. If the total value of any credit for
such dedication, improvement or construction costs exceeds the amount of the
transportation impact fee obligation, the Applicant will not be entitled to
reimbursement of the difference.
No credit shall be given for project improvements.
