Des Moines Transportation Benefit District

Back on November 20th, 2008 the Des Moines City Council established the “Des Moines Transportation Benefit District” (TBD).  The City Council members will concurrently serve as Boardmembers of this newly formed district.  The Transportation Benefit District is a quasi-municipal corporation and independent taxing district created for the purpose of maintaining, constructing, and improving transportation facilities and projects within the district. 

 

The Des Moines Transportation Benefit District met on December 22nd, 2008 in order to establish the fee which will be collected with the annual vehicle license renewal fee, otherwise known as “car tab fee”.  The fee is $20 per registered vehicle within the City limits.  RCW 46.16.0621 outlines the applicable vehicles subject to the fee.  This source of revenue will initially go towards the maintenance activities on existing City arterials.  These activities include but are not limited to; roadway striping, traffic signal maintenance, pothole repair, bridge repairs, snow and ice control, and vegetation removals for safety. 

 

The Benefit district is required to produce an annual report which will include the status of revenues, expenditures, and construction schedules if they apply.  Currently the Transportation Benefit District meets on the second Thursday of each month at 6:30 p.m. in the City Council Chambers located at 21630 11th Avenue South.  The meetings are open to the public. 

The Washington State Department of Licensing has updated its Transportation Benefit District website to provide customers information regarding the fee.
